The Wreaths Across America program was a large success last year due to the hard work of CAP units all over the nation.  This year's program is underway and is a great opportunity for you to raise money for your local unit and support a worthy cause.

- Job Security for CAP Leave

It is too early to make any guarantees, but preliminary discussions with legislative leaders suggest that we may be able to get a law guaranteeing leave for CAP volunteers to participate in CAP missions.  Colorado recently passed such a law, and we have suggested that the same law be passed here in Nevada.  Here is a blurb on the Colorado law:

Colorado Governor Bill Ritter has signed legislation into law that ensures job security for members of the Civil Air Patrol who get called away for an emergency.

    House Bill 1097 was sponsored by Rep. Kent Lambert and Sen. Chris Romer. It provides job security for members of the Civil Air Patro, and allows an employee who is a member of the Civil Air Patrol to take a leave of absence from their job for up to 15 days a year if they are called away to duty.

    "We rely on the skilled members of our Civil Air Patrol to help with search and rescue operations, and with fire season approaching, this is a good policy to put in place," Gov. Ritter said.

As you can see from the attached letter, Ron Cuzze is actively working this issue with the Nevada legislature.  We just want to keep our members informed that the Wing appreciates their efforts and that we are doing our best to look out for their interests.

ICS Course Requirements

We urgently need to let all our members know about the new ICS course requirements established by  the 10 Apr 08 CAP/CC memo on NIMS training.   Those requirements  are in effect now for all Emergency Services Ops Qualifications.   Your support in motivating people to complete the required ICS courses by 31 Dec 2008  is critical to avoid a severe shortage of mission-capable personnel next January.   >> read more


Wilderness First Aid class 
Western Nevada College in Carson City is offering a Wilderness First Aid class specifically for pilots: "When help is delayed --Aviator down".  It is a 2 day class, $125, and is scheduled for Apr 26-27 and for May 17-18, from 0830 to 1730.  Additional dates may be added, depending on demand.

Annual Safety Survey Due -- CAPR 62-1 Attachment 1

The Annual Safety Survey is due no later then the 31 of January 2008.   After commanders sign this survey, squadron safety officers should fax it to Wing Safety Officer. The wing commander and the wing safety officer will then acknowledge and sign the survey. It will be mailed back to each squadron for entry into their Safety Management Book.

Wreaths Across America to Honor Veterans

For fifteen years, the Worcester Wreath Company in Maine had donated 5,000 natural Christmas wreaths to decorate Veteran’s graves in the Arlington National Cemetery.  Last year they teamed up with Civil Air Patrol in "Wreaths Across America" (WAA) , to extend this effort, to honor America's Veterans and recognize their sacrifice to preserve our liberty, to over 230 State and National Veterans Cemeteries.

CAP members volunteered to establish the WAA Ceremonies throughout the Country. The Worchester Wreath Company provided each location with six large wreaths; with ribbons, US Flags, and each with a flag of a branch of Military Service, plus a POW/MIA wreath. Lt Col Brown, NCS, volunteered to be responsible for the WAA Ceremony at the Southern Nevada Veterans Memorial Cemetery in Boulder City.

It is time to gear up for this year's Wreaths Across America Ceremony, scheduled for 0900hrs on Saturday, 15 December. Again this year, the Ceremony will start with a minute of silence, synchronized with the Ceremony at Arlington National Cemetery and over 230 other Veterans Cemeteries across the Nation. The Cemetery Staff, Veterans Organizations, and public officials were so impressed by last year's event that Wreaths Across America is now recognized, along with Memorial Day and Veterans Day; as a third major annual event at the Southern Nevada Veterans Memorial Cemetery at Boulder City. This year's Ceremony will add a seventh wreath to honor the Merchant Marine Veterans.

Wreath Across America (WAA) is a public relations gold mine for CAP. In the words of our current National Commander, "In the not-too-distant future, the Civil Air Patrol will be widely known for this worthwhile endeavor, just as the Marines are known for Toys for Tots". Last year there was good local and national media coverage of the events in print and on television. Holding the Ceremony on a Saturday this year is expected to result in a lot more public and CAP blue suit attendance than at last year's midweek event.

Working with the other members of the SNVMC Volunteer Group, the program will be put together, but the Nellis Cadet Squadron needs your help in three areas:

First, talk it up and encourage your friends and neighbors to attend.

Second, we need the commitment of our Squadron members to participate in the event as ushers, set up and parking control, help serve refreshments, and take part in the Ceremony.

Third, help is needed to find sponsors for additional wreaths, beyond the seven large presentation wreaths, for gold star families (mother, father, or sibling of war dead buried at SNVMC) and others attending the Ceremony to decorate the graves of loved ones or friends after the Ceremony.

Sponsorships of additional, Arlington style wreaths are $15.00 each, of which our Squadron is to receive $2.00 per wreath.   More on this tax deductible purchase for an individual or business if you chose to participate. SAREX Cancelled  

Unfortunately the Nevada Wing must cancel the SAREX scheduled for December 1st due to a shortage of both personnel and aircraft. All aircraft in the South are unavailable, and all incident commanders in the North are unavailable. The NVWG will resume training after the holidays.

1. The Fossett mission brought to our attention that most other Wings follow a different convention than NVWG in assigning call signs to aircraft. The most popular convention is to us the 2 digit Wing identifier (27) followed by the last two digits of the aircraft tail number.

2. This convention has advantages for mission base staff in helping to associate a call sign with a tail number, and also contributes to a more standardized program within the Region.

3. Accordingly, effective 1 December 2007 we will change the aircraft call signs per the list below.

4. Please make arrangements to change the call sign ID label in the aircraft, and to disseminate this information.

CAP Mission Registration 

AFRCC is now entering all CAP mission numbers directly into WMIRS when they open the mission. AFRCC will also close the mission and record find/save information in WMIRS too. During the next week WMIRS will be programmed to automatically notify CAP, CAP-USAF, 1st Air Force and AFRCC leaders when a missing person or missing aircraft mission has been opened. (a smaller group of people including the wing commander will be notified of all non-distress ELT missions.) The notification list will also be expanded ASAP to include wing alerting officers to help AFRCC reduce the number of phone calls they need to make when they open a mission.

Over the next few months the NOC will be working with AFRCC to automate the information from the CAPF 122 that AFRCC really needs for their mission report. Once that process has been tested and approved, we expect that AFRCC will no longer require CAP to submit a CAPF 122. Please have your mission base staff continue to submit a CAPF 122 to AFRCC until we let you know otherwise.

Cessna 206 Secondary Seat Stop Modification
 

N9725R has undergone a secondary seat stop modification. If you reach between the seats to release the mechanism, you will find it's not there.  It has been removed IAW a Cessna Service Bulletin. 

A  modification was made that mounted a reel under the seat and what appears to be the end of a seat belt bolted to the floor in front of the pilots seat. Simply pull up the handle as you normally would to slide the seat back. The modification handles the rest of the seat stop release and allows you to move back to exit the aircraft.

At this time this affects ONLY the above captioned aircraft. Modifications to all other planes will be made during 100 hour or annual inspections.

Required OPSEC (Operational Security Training)
1 October Deadline 
-- Noncompliant members to be suspended

Approximately six weeks ago the Nevada Wing Commander issued a memorandum about Operational Security Awareness Training (OPSEC) being required by October 1, 2007. This was pursuant to a memorandum from the National Commander on the same subject. Unit Commanders were advised to inform all personnel in their squadron.

An email has been sent to all Commanders, Wing Staff and to all individuals affected (at the address registered in HQ/CAP eServices). There can be no guarantee that members have current email addresses in eServices, so Commanders should make certain all their affected personnel are notified.

On 1 October all personnel who have not taken the requisite training will be suspended from participation in all CAP activities. They will need to complete the OPSEC training and apply for reinstatement to the Wing Commander or Director of Operations to resume participation.

Each commander is to submit a revised personnel authorization to the Wing Commander no later than Friday, October 5, indicating the revised staffing (i.e., without suspended members).

The easy solution is to take the OPSEC training before the final list is issued. It can be reached via eServices by choosing Online CAP Exams and following the link to Operational Security Awareness Training, or by going directly to:

The training takes about 15 minutes, and there is no reason for any member to allow themselves to be suspended. Please take care of this requirement today.


Congratulations and Cheers for the Color Guard, who proudly represented the Nevada Wing at the Pacific Region Competition in California. Thank you guys for all the hard work.

Orientation flights  Saturday, 12 May, at 7:30 AM, North Las Vegas Airport. Meet at the CAP Ranch House, the green home like building, just inside the fence gate off Rancho Blvd, by the Metro Helo Parking area, north of the streets to the Airport Terminal and to the General Aviation area. You must be in proper BDU uniform with boots, and have your current CAP identification card with you. The ground marshalling instructor may be available to get you ES training and qualify you to ground marshall aircraft for Young Eagle events with the Experimental Aircraft Association, EAA. You did not have to sign up to fly this Saturday because plenty of flights are anticipated, but, if flights are limited for some reason, priority will be given to those who call in to register with Lt Col Brown,686-6140, and are on time Saturday. It is okay to bring study material for use during waiting time.

For Seniors, the Squadron Leadership School and Corporate Leadership Course are now on the Wing Schedule to be offered at Nellis at the ALS (our meeting area). Both are advanced Professional Education training required for continued advancement within CAP. SLS is scheduled for 16-17 June, and is now presented in seminar format. It is the first in the sequence of advanced Senior training. The more advanced CLC is programmed for 28-29 July.

CAP Name Tape and Name Tag Changes

Changes to uniforms as approved by the National Board, with CAP-USAF concurrence, during the March 2007 meeting.

1. Approved adding “US” to “Civil Air Patrol” on BDU tape

New uniform changes approved by the Air Force

The Air Force has approved the wear of the Gortex parka for CAP members. The parka is authorized with the BDU uniform and worn with a blue embroidered device on the front tab (see attached photo). The device will be available from Vanguard shortly. The Air Force also authorized the wear of the blue embroidered grade insignia on the BDU cap for CAP senior members (photo attached). The National Board approved both of these changes in March 2006.

The Gore-Tex parka may be worn with the CAP utility and field uniforms and with the CAP blue flight suit; however, the blue flight jacket is the suggested outergarment for wear with the blue CAP flight suit.

Table 4-6. Men’s and Women’s CAP Blue Flight Suit and Blue Flight Jacket Flight Jacket The blue flight jacket is the suggested outergarment for wear with the blue CAP flight suit. If grade insignia is worn, it will be the same type worn of flight suit and the CAP seal will be worn. The member has the option of wearing the same patches on the flight jacket as worn on the flight suit.

MEMORANDUM FOR ALL UNIT COMMANDERS

SUBJECT: Civil Air Patrol Corporate Service Coat

1. The recent National Board meeting in Reno was a tremendous success. I was quite pleased to see so many members wearing the new Corporate uniform. This uniform allows our members to present a professional image and to be easily identified as members of Civil Air Patrol. Many members had suggestions on how to improve this uniform and after careful consideration I have decided to implement several of these changes.  Effective immediately, the U.S. insignia placed on the lapels of the Corporate Service coat will be replaced by the highly polished C.A.P. device. This device will also be added to the epaulet of the black windbreaker, worn centered between the grade insignia and the end of the epaulet. Additionally, the flight cap will no longer be worn with the grade insignia on the right side of the cap and the flight cap device will return to its original placement centered on left side of the cap 1 ½ inches from the front edge. The National Executive Committee will meet in November to finalize these and any other changes deemed necessary.

2. The information in this letter supersedes the information on the Corporate Service Coat contained in previous policy letters. This change will be reflected in the next change to CAPM 39-1, CAP Uniform Manual. MEMORANDUM FOR NATIONAL BOARD

SUBJECT: National Preparedness Month

1. September is National Preparedness Month. As a national level response organization Civil Air Patrol needs to take steps to encourage members and their communities to be better prepared for emergencies, and National Preparedness Month is an appropriate time to do so. National Preparedness Month is a nationwide effort held each September to encourage Americans to take simple steps to prepare for emergencies in their homes, businesses and schools. National Preparedness Month 2006 is sponsored by the U.S. Department of Homeland Security (DHS). The goal of the month is to increase public awareness about the importance of preparing for emergencies and to encourage individuals to take action. Throughout September, DHS will work with a wide variety of organizations like Civil Air Patrol, from both the government and private sector, to highlight the importance of family emergency preparedness and to promote individual involvement through events and activities across the nation.

2. Civil Air Patrol is a 2006 National Preparedness Month Coalition Member, and as such we want to
encourage all members, their families and friends, and their communities to focus on four simple steps to make themselves better prepared for emergencies:

a. Get a Kit - Get a kit of emergency supplies that will allow you and your family to survive for at least three days in the event an emergency happens. The kit should include basic items like water, food, battery-powered radio, flashlight and a first aid kit. Units should consider building kits with members at a unit meeting in September, and maybe even inviting guests to do the same.

b. Make a Plan - Plan in advance what you and your family will do in an emergency. Your plan should include a communications plan and address sheltering-in-place and evacuation. Units should assist members in developing plans, and making sure that mechanisms are put in place to contact, assist and support members in need when a disaster strikes.

c. Be Informed - Learn more about different threats that could affect your community and what the appropriate responses to these threats are. Key unit staff should brief members on the threats to your communities and what Civil Air Patrol may be tasked to do if something does happen in your community.

d. Get Involved - After preparing yourself and your family for possible emergencies, take the next step: get training in first aid and emergency response and get involved in preparing your community. This is a great time to schedule general emergency services training for new members as well as continuing education training for members who are already mission qualified. It would also be appropriate to reach out to other organizations in your community for joint training and education like your local Citizen Corps Council, Community Emergency Response Team, or American Red Cross Chapter.

3. There are many useful ideas, tools and tips available to assist with the above at www.ready.gov. Units are encouraged to post links to this site on their websites and handout materials available there to their members. The site also has a calendar available at: http://www.ready.gov/america/npm/calendar.htm.  Units may want to consider supporting local events on the calendar or posting their own events that they think may be of interest to the local community for National Preparedness Month.

BDU Patch Change

There has been a change in the wear of patches on the right shoulder of the battle dress uniform.  All members are to wear a reverse American Flag on the right shoulder and all previously authorized patches are to be removed and replaced by the flag patch.

This new policy becomes mandatory on 1 June 2006. By March 2006, the National Board plans to reach a decision on the new placement of NCSA patches. Read memo from national commander

Online Squadron Information Submission

We have completed the revamp of the Nevada Wing site which includes standardized web pages for each squadron.  (Squadron links are on the right hand NAV panel)   This is designed to insure that basic and current  information is available at one place online for each squadron.   Squadron commanders or designee should submit information for their respective pages to the Nevada Wing Webmaster via email:  ronald.gomes@nellis.af.mil   Please also provide any current news articles about your squadron, events calendars, images of squadron activites and your squadron patch if you have a digitized version.  We will use some of submitted items on various Nevada Wing pages.

Duty Performance Promotion System now Online
 

As we continue to move forward in our efforts to streamline processes, eliminate paperwork and reduce the burden on members and commanders we are pleased to announce that the new online Duty Performance Promotion system is released. Web Security Administrators can assign permission to use this program to the Personnel Officer, Administrative Officer, Professional Development Officer or whomever the commander chooses. These members can enter a request for any duty performance promotion into the online promotion application and, if all training and time in grade requirements have been met, the request will be immediately forwarded to the approving authority for approval.

Commanders no longer have to complete a CAP Form 2 and forward it through channels to the approving authority. Commanders will receive email notification of any promotion action requiring approval and then have the option to approve, disapprove or print a report to be reviewed by the Promotion Board prior to final action. Once the approving authority has approved the request, the promotion will be effective immediately and show in the member's online personnel record.

Remember this application applies to duty performance promotions only, all other categories of promotion must still be submitted on a CAP Form 2. Commanders needing additional information or assistance can contact Membership Services at 1-877-227-9142. New Logons for National Technology Center site

The e-services website (www.capnhq.gov) has several links to another website called the NTC (National Technology Center) website.  This website requires a separate login, and approximately 50 people in our wing have established login accounts on the NTC website.  Please inform all personnel in your command that we have deleted these NTC logon accounts.  Your members may try to access this site and find their login rejected.  We would like them to not be surprised when this happens.

Wing use of the NTC website will increase as a result of WMIRS (Web Management and Information Reporting System).  To prepare for this, we wanted to eliminate old and unused accounts.  If your members encounter a refused login, all they need to do is register for a new account.  This process takes only a minute, and while we apologize for any inconvenience, we felt that starting with a clean slate was in the best interests of the Wing.

Electronic Flight Reporting

Good news – especially for commanders and aircraft managers.  Commanders, please make certain your aircraft managers and other involved personnel receive this information.  Pete Andersen has added a new report to the WMU specifically to meet our needs in reconciling aircraft hours.  Check it out!

In either the Operations Staff or the Aircraft Manager modules, click on the “Monthly Sortie Summary” report.  This report allows you to select a month, and it prints the detail for all flights for that month, including whether the data came from a CAPF 104, a CAPF 84 or a CAPF 99.  Now you need only compare this one report to the physical aircraft log sheet in order to do a complete reconciliation of hours.

I think you will find this to be a major improvement in simplifying the monthly reporting.

Let me also give you a preview of where we are headed with electronic flight reporting.  Until now we have been struggling with several issues:

  1. Entering mission data into the WMU is awkward and time-consuming
  2. Mission bases often do not have high-speed internet, which greatly slows down the process
  3. Many fights are entered on “dummy” CAPF 99’s just to get the data into the computer

The IMU module is now complete, and we will be announcing training sessions for this module in the next few days.  The IMU replaces the old MMU, and will become the standard method of entering mission data.  There are two huge improvements offered by this module:

  1. The IMU is an off-line process.  A database can be downloaded in less than 5 minutes at any location which has high-speed internet, and taken to the mission on a CD or in a laptop.  The mission can then be run completely offline – which means lightning fast response since everything is in the local computer.  At the end of the mission a new CD can be burned, or the laptop can be taken to a place where high-speed internet is available.  In 5 minutes the upload is complete, and the WMU is automatically updated.
  2. The IMU is built around the Incident Command System, and is a wonderful management tool for missions.  Everything is done using familiar CAP forms (electronic versions, of course).  Sign-in sheets look just like sign-in sheets, CAPF 104’s are automated and can be printed out, summary reports like the CAPF 107 and CAPF 122 are automatically produced, there is a status board built-in, a record is kept of grids searched and POD’s are automatically calculated, etc.

There is also a WMU module for Counter-drug flights which is almost complete.  This will produce real CAPF 84’s and record flight times so that we do not have to use “dummy” 99’s.  This will be completed within the next week and we can commence training.

In short, all of the limitations of the electronic flight reporting have now been addressed, and you should find this process so simple and streamlined that you will wonder how we ever lived with paper.

BDU Uniform Changes 

There has been a change in the wear of grade insignia on BDU uniforms.  Please read the following as stated on the CAP Knowledgebase:

"The Winter National Board approved the change effective immediately with a mandatory wear date of 30 September 2005. Members now wear grade insignia on both sides of the BDU collar----remove the CAP cutout and add grade. This is approved for both cadets and senior members. Any member who does not hold grade continues to wear the CAP on both sides of the collar."

So, to clarify…

  • Cadets and senior members without grade will continue to wear CAP cutouts on both sides of the BDU collar.  Cadets wear metal – seniors wear cloth.

  • Once a member has received their first promotion they may wear grade insignia on both collars.  Enlisted cadets wear metal chevrons while cadet officers and senior members will wear cloth grade.

  • This is OPTIONAL for members until 30SEP05.

  • Starting 1 Oct 05, all members must comply with this new practice while wearing BDU’s.
