Operations updates 

Please share this information with your staff.  Thank you.  Aircraft managers, please be certain to get the new sheets (point 3 below) into the AIF.

1.  New WMIRS Report Available for Missions Approaching 45 Day Reimbursement Deadline.   The NOC created a new report that lists any mission with sorties remaining that is not closed out and is approaching the 45 day reimbursement deadline (between 30 - 45 days.)  The report gives the mission #, how many sorties are left to file for reimbursement and the last day the wing can submit for reimbursement.  Clicking the mission #  button takes you directly to the WMIRS 108 worksheet page where people who are authorized (by the wing) can create the WMIRS Form 108.  The date will turn red if the wing is within 5 days of the 45 day limit. Attached is an example of the report.

2.  FAA WINGS Program.  After a much longer than expected delay, the FAA has approved CAP members to receive WINGS credit for completing a CAPF 91 check ride.

3.  Aircraft Information File Update.  A GPS database update record and an ARCHER log sheet have been added to the standardized AIF.  These new sheets are available for download at this web link:

4.  New CAPabilities Handbook.  A June 2008 version of the CAPabilities Handbook is currently being printed.  Five copies of the new handbook will be mailed to each wing and region commander ASAP.  The new handbook can also be downloaded (along with wing, region and FEMA region resource pages) through eServices.

5.  Revised CAP-USAF Instruction.  CAP-USAF has revised their "CAP Operations and Training Instruction" (CAP-USAFI 10-2701) and it is posted on CAP's website under "Other Publications".

Mountain Flying Certification

Approval of the Mountain Flying Certification requires completion of the Mountain Flying Ground School and a Mountain Flying endorsement on your Fm 91.   Squadrons will validate completion of the Mountain Flying Ground School and Fm 91 endorsement prior to approving the Mountain Flying Certification in eServices for their assigned pilots.  After approval, the Mountain Flying Certification will be shown on the CAPF 101. Pilots assigned to Wing need to forward their ground school and Fm 91 endorsement to Capt McLain.  --Major Timothy "Kojack" Hahh, Director of Operations

Alert - 27 Apr 2008 
The wing is now on 24/7 hour alert due to the increase in earthquakes and the most recent predictions for the Reno area.  All ES personnel should enter availability for the following periods:  (two separate entries)  27 through 30 April,  1 through 3 May.   Additional 3 day periods will probably be necessary.

SAREX -HELP WANTED  - Sat 26 APRIL 2008
I need an AOBD, a CUL, and some MRO's and MSA's at Minden for that day.  The AOBD will need to be available the night before to input crews and issue 104's.   Interested parties should contact the Director of Operations

Remember, this a trial drill with two other SAR organizations, so it will be a paced scenario looking for an ELT vicinity Donner Pass.  It will also test the new COMM trailer and how well we work together.  The OPLAN will be out after I get the names.

Digital Cameras - 24 Apr 2008
It's time to start thinking preparedness.  If you have digital cameras of decent quality, make sure they stay charged.  Make sure you have the ability to load the pics into a computer at any location, and let your squadron ES officers know what equipment you are prepared to let CAP use.

While there is nothing currently happening that tells us a bigger more damaging quake is coming, look at where we live.  The call will come again.

May SAREX Cancelled - 22 Apr 2008
Due to the date change for the CD training and the CI, the SAREX for MAY has been cancelled.

New Operations Staff Members - 8 Apr 2008
Please welcome LtCol J C Arens and LtCol Rick "Spiderman" Parker to the Operations Staff.  LtCol Arens is the Wing DOO (Director of Current Operations).  He will be assisting with all things on-going and with aircraft numbers tracking.  LtCol Parker will be taking over the ES slot and helping plan practice and real operations.  Expect more off the shelf OPLANS as things gear up.  The amount of time saved with standardized plans will be enormous.

They will also be teaming up to get all of the mission bases standardized and equipped as well as developing new missions to fly.

Give them some time to adjust before you harass them to badly with new ideas and how to's. 

08-M-0566A is closed -  6 Apr 08
The aircrew from WMC flew a shoreline search.  With nothing sighted they began a North to South criss-cross pattern to cover the entire area.  They soon located a boat adrift that matched the description of the target boat.  It was empty.  The Pershing County Sheriff's Deputy's were led to the boat by the aircraft and it was confirmed that the target boat, without the fisherman had been located by the aircrew. 

The aircrew then began an expanding square, however no missing person was located.  They were advised to RTB. The remainder of the search is the responsibility of the Pershing County Sheriff who advised WELL DONE to the aircrew and the Nevada Wing, Civil Air patrol.

While the fisherman was not located, from the time of alert to time of launch was exceptional.  The aircrew performed in an exemplary manner in high winds and moderate turbulence to locate a very small target on a lake.

They are credited by the AFRCC with a Distress Find. Congratulations to the crew of Cap Flight 2793 on a job VERY well done!

Thanks also to the radio operator at WMC who took care of a LOT of relay, and to the crews from RNO that stood by for several hours but ended up not being needed to fly.  This is what made all this work.

Missing Person - Lincoln County - Cancelled  4 Apr 08
This afternoon we were alerted for a missing person in Lincoln County by the AFRCC.  LtCol J C Arens was going to be the IC and was in the process of ramping things up and getting the alert out when the person was found alive and well.

If you are wondering about the practice, the alerting system, the hard work, the time and energy expended, consider that the Sheriff in Lincoln County wanted our GROUND assets as well as air.  I'd have to say that the word is getting around that the Nevada Wing CAP is the go to.

Stay prepared, the call WILL come again......

TASKING - Digital Photos - 28 Mar 08
Request CAP NV Wing to provide digital photographs of the exercise operation and personnel at mission base and remote bases during the exercise.  Photos should capture the mission base staff, aircrews and aircraft as they conduct operations throughout the planning and execution of the exercise.

EMERGENCY SERVICES OFFICER

Wing assignment.  Successful applicant will be at least a level 3 IC and must be aircrew qualified and obtain GTM III within 1 year of assignment.  Applicant must be computer literate, IMU/WMU capable and fully capable in the ICS/NIMS. Duties will include SAR planning and Training at all levels. 

CURRENT OPERATIONS OFFICER (DOO)

Wing Assignment.  Direct assistant to DO.  Successful applicant will be at least a level 3 IC and must be aircrew qualified (CAP Pilot preferred but not required) and obtain GTM III within 1 year of assignment and must be CD qualified. Applicant must be computer literate, IMU/WMU capable and fully capable in the ICS/NIMS.  Duties will include working directly with project officers on CD, O-rides, glider ops, ets. 

Aircraft and Vehicle Inspection Readiness Reporting - 8 Mar 08
As discussed at the Wing Staff Meeting last Wednesday, here is the memo on monthly inspections on aircraft and vehicles.  There have been a LOT of emails flying back and forth about making sure aircraft and vehicles are ready for inspections at both the DRE and the CI.  Well, they are supposed to be ready for inspection ALL the time. 

To support this effort, the attached memo outlines using the USAF reports from CAP USAF 10 2710 attachments 3 and 5 once a month to ensure that we can be inspected ANYTIME without scrambling.  Did you know that the AF conducts periodic no notice inspections on our aircraft and vehicles?  You do now, and there was no sense in reinventing the reporting wheel.

A copy of the AF instruction is attached, but it deals with much more than just the inspection areas we are concerned with for the purpose of this memo, so ignore that, print out the two necessary attachements, and note the cleaning requirements.

I sent a page out to ALERTING OFFICERS and it went to TWO WHOLE PEOPLE. One was me.  Thank you Irl Franklin in Winnemucca for getting it done!

I expanded it out to Commanders and ES Officers and it went to THREE WHOLE PEOPLE. One was me.

If you are a Squadron Commander PLEASE RIGHT NOW go into e-services and enter your alpha pager info that was requested 3 months ago, delegate three people (I would suggest Deputy Commander, operations Officer, and ES Officer) to be ALERTING OFFICERS and make sure THEY update their pager stuff.  I don't have the list handy I sent out of company info, but I know it went out, you will have to find it.

This is REAL folks, not a drill, not a test.  There are collapsed buildings, people trapped, and some of those buildings are on fire.  We don't know what else might be going on.   You want to be notified and activated, T HEN DO THE ABOVE NOW!

1st, our people in Elko are okay I already checked.

IMMEDIATELY UPDATE YOUR AVAILABILITY IN THE WMU!

ALL AIRCREWS ARE REQUESTED TO STANDBY FOR SORTIE REQUESTS.

ALL MISSION BASE STAFF IN THE VEGAS AND ELKO AREAS ARE REQUESTED TO STANDBY FOR MISSION BASE OPERATIONS.

ALL AIRCREWS SHOULD BE HAVE DIGITAL CAMERAS AVAILABLE!

A 6.3 earthquake centered 13 miles southeast of WELLS NEVADA has occurred with known building collapses and building fires.  The EOC is attempting to determine additional damage areas and needs.  We have been asked to standby for flight operations that may involved arial damage surveys and photography.  If a launch request comes in a maximum of a 2 hour from time of alert launch will be required, sooner if OPS Officers put crws together and those crews pre-flight now.  (And if we don't go, so what?)

More when it is known.

Missing Persons Search 08-M-0140A - 6 Feb 08

The missing couple in reference to this mission have been found alive.  The Iron County Utah Road Department was breaking a road back into a canyon in Utah that was neither flyable nor drivable and, well, plowed into the stranded vehicle.  No further information is available at this time, however I'm sure news reports will cover the rescue.

Sheriff Kerry Lee of the Lincoln County Sheriff's Office sends his sincere thanks for the outstanding search effort provided by the Civil Air Patrol.  My sincere thanks for the effort put forth in difficult conditions as well!

The following 101 Qualifications are asked to enter availability into the WMU MEMBER AVAILABILITY SECTION for the period of now through the end of the weekend.

No Ground SAR requirements are anticipated.
